Mysterious Revolving Garden Shed

A revolving garden shed - how bizarre! From Wikipedia: Folly In architecture, a folly is a building constructed strictly as a decoration, having none of the usual purposes of housing or sheltering associated with a conventional structure. They originated as decorative accents in parks and estates. "Folly" is used in the sense of fun or light-heartedness, not in the sense of something ill-advised. Follies have been described as the 'fluffy dice of the 18th Century". Back then, people didn't have cars to add their trinkets and embellishments to, but the rich had their homes and gardens, and so they added to them with extra buildings, grottoes and curiosities.
